In 1278, King Cyrus attempted extradition of a rogue who was living in a mound he built into the side of a hill in a forest near the Morian border. The rogue, Chester Wallpaper, had been charged with several counts of murder in a Morian court and had evaded authorities and was tried ''in absentia,'' and was sentenced to life in prison, pending his location. The rogue refused to be extradited and sued King Cyrus for violation of his rights. The Morian National Court ruled in a 4-1 decision that the King and prosecutors violated Wallpaper's rights as a rogue by attempting to extradite him, and he could not be arrested unless he arrived onto Morian soil. However, as Wallpaper had to appear in a Morian court, he was promptly arrested and sentenced to life in the Mangrove Correctional Center.
He sued again, this time on the basis of ''Wallpaper vs. King Cyrus et. al,'' that he had no right to be arrested because authorities had arrested him on foreign soil and forcibly brought in to appear in court, only to be arrested. This time, the Morian National Court ruled in an unanimous decision that Wallpaper's rights had indeed been violated. On December 1, 1280, his sentence was commuted and he was released from the Mangrove Correctional Center, and disappeared. His current whereabouts are unknown and he is presumed to still be alive.
